sys/bashrc, user/bashrc: code cleanup

- use ~/.ConfigScripts.debug as debug mode trigger,
- read in ~/.bashrc.user
- move a lot of generic code to sys/bashrc,
- eliminate a log of too specific code from user/bashrc.
