13 - Implement new configuration option "MaxPenaltyTime", which configures the
14 maximum penalty time increase in seconds, per penalty event. Set to -1 for
15 no limit (the default), 0 to disable penalties altogether. ngIRCd doesn't
16 use penalty increases higher than 2 seconds during normal operation, so
17 values higher than 1 rarely make sense.
18 Disabling (or reducing) penalties can greatly speed up "make check" runs
19 for example, see below, but are mostly a debugging feature and normally
20 not meant to be used on production systems!

31 - Only send TOPIC updates to a channel when the topic actually changed:
32 This prevents the channel from becoming flooded by unecessary TOPIC update
33 messages, that can happen when IRC services try to enforce a certain topic
34 but which is already set (at least on the local server), for example.
35 Therefore still forward it to all servers, but don't inform local clients
36 (still update setter and timestamp information, though!).
37 - Update Xcode project for latest Xcode version (9.2). This includes adding
38 missing and deleting obsolete file references.
39 - Handle user mode "C" ("Only users that share a channel are allowed to send
40 messages") like user mode "b" ("block private messages and notices"): allow

43 - Allow IRC Ops and remote servers to KILL service clients: such clients
44 behave like regular users, therefore IRC operators and servers should be
45 able to KILL them: for example to resolve nick collisions.

56 very generic "client closed connection" message.
57 - Explicitly forbid remote servers to modify "x-lines" (G-LINES) when the

69 - Add the new "PAMServiceName" configuration option to specify the name

130 systems do behave quite differently when doing DNS lookups, for example
131 "127.0.0.1" sometimes resolves to "localhost" and sometimes to
132 "localhost.localdomain" (for example OpenBSD). And other OS resolve
133 "localhost" to the real host name (for example Cygwin). So not using
134 DNS at all makes the test site much more portable.

234 - Implement a new configuration option "AllowedChannelTypes" that lists
235 all allowed channel types (channel prefixes) for newly created channels
236 on the local server. By default, all supported channel types are allowed.
237 If set to the empty string, local clients can't create new channels at
238 all, which equals the old "PredefChannelsOnly = yes" setting.
239 This change deprecates the "PredefChannelsOnly" variable, too, but it is
240 still supported and translated to the appropriate "AllowedChannelTypes"
241 setting. When the old "PredefChannelsOnly" variable is processed, a

243 - Add support for "client certificate fingerprinting". When a client
244 passes an SSL certificate to the server, the "fingerprint" will be
245 forwarded in the network which enables IRC services to identify the
246 user using this certificate and not using passwords.
247 - Implement a new configuration option "IncludeDir" in the "[Options]"
248 section that can be used to specify a directory which can contain
249 further configuration files and configuration file snippets matching
250 the pattern "*.conf". These files are read in after the main server

333 - Implement new IRC "SVSNICK" command to allow remote servers (and IRC
334 services) to change nicknames of already registered users. The SVSNICK
335 command itself doesn't change the nickname, but it becomes forwarded
336 to the server to which the user is connected to. And then this server
337 initiates the real nickname changing using regular NICK commands.
338 This allows to run mixed networks with old servers not supporting the
339 SVSNICK command, because SVSNICK commands for nicknames on such servers
340 are silently ignored and don't cause a desynchronization of the network.
341 - New configuration option "MaxListSize" to configure the maximum number
342 of channels returned by a LIST command. The default is 100, as before.
343 - Implement user mode "b", "block messages": when a user has set mode "b",
344 all private messages and notices to this user are blocked if they don't
345 originate from a registered user, an IRC Op, server or service. The
346 originator gets an error numeric sent back in this case,
347 ERR_NONONREG_MSG (486), which is used by UnrealIRCd, too. (Closes #144)
348 - Implement channel mode "V" (invite disallow): If the new channel mode
349 "V" is set, the INVITE command becomes invalid and all clients get the
350 new ERR_NOINVITE_MSG (518) reply. (Closes #143)
351 - Implement channel mode "Q" and user mode "q": Both modes protect users
352 from channel kicks: only IRC operators and servers can kick users having
353 mode "q" or in channels with mode "Q". (Closes #141)
354 - Allow users to "cloak" their hostname only when the configuration
355 variable "CloakHostModeX" (introduced in 19.2) is set. Otherwise, only
356 IRC operators, other servers, and services are allowed to set the user
357 mode "+x": this prevents regular users from changing their hostmask to
358 the name of the IRC server itself, which confused quite a few people ;-)
360 - New configuration option "OperChanPAutoOp": If disabled, IRC operators

425 - New RPL_WHOISREGNICK_MSG(307) numeric in WHOIS command replies: it
426 indicates if a nickname is registered (if user mode 'R' set).
427 - Limit channel invite, ban, and exception lists to 50 entries and fix
428 duplicate check and error messages when adding already listed entries
429 or deleting no (longer) existing ones.
430 - Limit the number of list items in the reply of LIST (100), WHO (25),
431 WHOIS (10), and WHOWAS (25) commands.
432 - Limit the MODE command to handle a maximum number of 5 channel modes
433 that require an argument (+Ibkl) per call and report this number
434 in the ISUPPORT(005) numeric: "MODES=5".
435 - LINKS command: support <mask> parameter to limit the reply.
436 - Add 1 second penalty for every further target on PRIVMSG/NOTICE
437 commands: this reduces the possibility of flooding channels with
438 commands like "PRIVMSG/NOTICE #a,#n,#c,... :message" a little bit.

440 - New configuration option "PAMIsOptional": when set, clients not
441 sending a password are still allowed to connect: they won't become
442 "identified" and keep the "~" character prepended to their supplied
443 user name. See "man 5 ngircd.conf" for details.
444 - Fixed handling of WHO commands. This fixes two bugs: "WHO <nick>"
445 returned nothing at all if the user was "+i" (reported by Cahata,
446 thanks) and "WHO <nick|nickmask>" returned channel names instead
447 of "*" when the user was member of a (visible) channel.
448 - LUSERS reply: only count channels that are visible to the requesting
449 client, so the existence of secret channels is no longer revealed by
450 using LUSERS. Reported by Cahata, thanks!
451 - Unknown user and channel modes no longer stop the mode parser, but
452 are simply ignored. Therefore modes after the unknown one are now
453 handled. This is how ircd2.10/ircd2.11/ircd-seven behave, at least.

455 - Implement IRC commands "GLINE" and "KLINE" to ban users. G-Lines are
456 synchronized between server on peering, K-Lines are local only.
457 If you use "*!<user>@<host>" or "*!*@<host>" masks, these connections
458 are blocked even before the user is fully logged in (before PASS,
459 NICK, and USER commands have been processed) and before the child
460 processes for authentication are forked, so resource usage is smaller.

497 trouble if not every oper knows about the CTCP-scrubbing. Scrubbing CTCP
498 commands also means that it is not possible to send files between users.
499 There is one exception to the CTCP scrubbing performed: ACTION ("/me
500 commands") requests are not scrubbed.
501 - Restructure ngIRCd configuration file: introduce new [Limits], [Options],
502 and [SSL] sections. The intention of this restructuring is to make the
503 [Global] section much cleaner, so that it only contains variables that
504 most installations must adjust to the local requirements. All the optional
505 variables are moved to [Limits], for configurable limits and timers of
506 ngIRCd, and [Options], for optional features. All SSL-related variables
507 are moved to [SSL] and the "SSL"-prefix is stripped. The old variables in
508 the [Global] section are deprecated now, but are still recognized.

511 - Avoid needlessly scary 'buffer overflow' messages: When the write buffer
512 space grows too large, ngIRCd has to disconnect the client to avoid
513 wasting too much memory, which is logged with a scary 'write buffer

515 - New configuration option "RequireAuthPing": PING-PONG on login. When
516 enabled, this configuration option lets ngIRCd send a PING with an numeric
